**********************Minutes of Meeting*************************
I. The meeting started with a prayer given by Hon. Erika Rae Cruz, Presiding Officer.
II. Hon. Cruz thanked everyone who was present. She then expressed her sadness over the attendance turnout. She acknowledged the lapses in the information dissemination which was limited to “text brigade” due to the urgency of the meeting and the unavailability of other means to effectively serve and deliver the notices of meeting to each SK Chairperson. She also mentioned that the low attendance turnout might also be the result of her performance as SK Federation President over the previous years.
Hon. Cruz gave every SK Chairperson the chance to speak up and share their thoughts on whatever they have for and/or against her and her performance as SK Federation President and the SK Federation in general. She encouraged the body to not be afraid or reluctant. She assured the body that she would be willing to listen and accept all the comments and concerns she would be hearing, whether they be positive or negative. She told the body that she had been made aware of the issues against her leadership and performance and the “opposition” groups which had been formed, but she told everyone that she holds no grudges against any member of the Federation.
III. Open Forum
Jasmine
*felt the hinterland barangays were less important and that Hon. Cruz gave more attention to the coastal barangays
*they were partly to be blamed though because some of them didn’t attend the Federation meetings/sessions
Theresa
*wanted the federation members to be honest with each other
*expressed her disappointment over what she heard that she had been backbitten and so she earnestly hoped that such would no longer happen
Laarni
*emphasized that the federation is a group so there must be involvement from all of its members
*suggested the following:
1. improvement of information dissemination i.e. access to transportation, notices, communication etc.
2. shared decision-making
3. eliminate the presence of a Political adviser in the SK Federation; the Political adviser, if any, should not organize events for the SK Federation
4. monthly bonding/fellowship
5. Open Forum
6. hold the SK Federation meetings in the SP Session Hall Palao, Iligan City, not in the PPI Headquarters and
7. to give all the SK Chairpersons a part in every committee associated in SK Federation activities
Marvin
*challenged Hon. Cruz to prove that she will really change and be able to honor her words always so that she can be looked up to as somebody who’s trustworthy
Saidale
*observed that there’s a gap in the SK Federation because of lack of “bonding”
Bernard
*envied the “closeness” of other SK Federations
*felt demoralized and hopeless over the status of the SK Federation so he decided to focus his attention to his Barangay instead
*observed that the former set-up didn’t empower all the SK Chairpersons to share their ideas and impart something in the decision-making process
*observed the difference on how Hon. Cruz treated the SK Chairpersons during and after the SK Federation elections
*expectations: a united, open-minded and bonded SK Federation
Clyde
*gave his trust and vote to Hon. Cruz and not to Hon. Quijano with high hopes that the former will meet his expectations; she’s the mayor’s daughter so she should be able to bring in a lot of projects and benefits to the SK Federation
Jestoni
*observed that the SK Federation Officers were very much willing to do their part, but they were not given the chance to do so
*hoped that the SK Chairmen will have the chance to handle different committees during SK Federation events/programs
*questioned Mr. Vic Bueno’s role in SK Federation affairs
Charise
*observed that there’s lack of communication and involvement in the SK Federation
*disappointed that the SK Federation was not able to provide assistance to barangay related problems i.e. sponsorship, financial, and barangay treasurer problems etc.
Isabel
*admired the open-mindedness of Hon. Cruz and her willingness to accept her lapses; told the body that it would take more than courage for a leader to do so
*the SK Term of Office is about to end in October so all the problems and issues should be fixed… “Better late than never”
*observed the deteriorating performance of the SK Federation
*apply parliamentary rules and procedure in meetings
*stressed that the presence of a Political adviser in the Federation is not needed; the SK CBL does not say so; the Political adviser should not meddle with the affairs of the Federation; when the SK Federation president is not around, the presiding officer should be an officer next in rank and not the Political adviser, mother, or Youth Affairs Office staff
*shared decision-making… listen and respect each others’ ideas and suggestions
*the affairs of the SK Federation should not be politicized or influenced by external political parties
*explained that the SK Conscience Black has been transformed into an advocacy/movement against all SK officials who have been neglectful of their duties and responsibilities – no longer an opposition group; the group was also formed out of sheer coincidence and not for any political reason
*disliked being accused of a lot of things coming out in the radio/media; just because she’s an AGAKA Youth member/anchor doesn’t mean she’s responsible for everything that’s coming out of the airwaves
*stressed that inactive members and officers of the federation should not be tolerated; Katkat’s case should be dealt with seriously so everyone will have an impression that the SK Federation is a responsible body
Emman and Anna
*since their concerns had already been said, Emman and Anna simply expressed their hopes and expectations that everything Hon. Cruz promised will be fulfilled
IV. Hon. Cruz
*kept telling herself that there’s really nothing wrong with the Federation
*thanked Marvin and Isabel for being vocal in airing their sentiments
*apologized to each SK Chairperson present in the meeting and explained her side… realized that indeed there’s “two sides to a story”
*despite her knowledge that her decision to stop the Federation meetings and sessions could be used as grounds for impeachment, she still continued to do so because she felt the low attendance turnout of the past meetings signified that some SK Chairpersons were uninterested in helping her and felt she was alone in executing the duties of the SK Federation
*sacrificed her dream to study in UP-Diliman just to serve the SK and the Sangguniang Panglunsod
*was overwhelmed with her duties as SK Federation president and Iligan City councilor
*almost gave up and resigned because of a lot of issues and problems she encountered as SK Federation president
*apologized about her failure to adjourn a meeting, leaving the body and the agenda at hand to the Youth Affairs, Political adviser and her mother, but explained that she didn’t know exactly what happened during that time when her mother took over… she explained that her mother did so to befriend the SK Chairpersons and “para malingaw siguro mo ato nga time since naa ko’y gi-attend-nan nga Oathtaking Ceremony… “so sorry jud if nahiubos mo tungod ato and wala na-adjourn ang meeting before I left.”
*promised that Vic Bueno will no longer be present in SK Federation meetings/sessions; asked if everyone wants to remove Vic Bueno as “Lihok ta Bai!” co-host or remove the SK radio program; the matter was to be decided on next week’s meeting
*promised to find a neutral place to hold the SK Federation meetings; if the SP Session Hall is not available, she will find another suitable place, not identified with any political party or organization
*promised to give each SK Chairperson a committee during SK Federation activities
*promised shared decision making in the SK Federation
*will try her best to assist SK Chairpersons who have barangay problems… “Text lang… and I will try to help you… siguro dili matubag dayon pero I will try jud nga matabangan ta mo.”
*promised to give proper attention to hinterland barangays since they have problems in obtaining information regarding Federation meetings and matters
*promised to not tolerate inactive federation members and officers
*hoped that the SK Federation members will cooperate with her
*acknowledged that there’s no instant solution to every problem and “everything undergoes a process”
*promised to allocate time for fellowship/bonding
V. Suggestions/Points/Other Concerns
For the next meeting, the body agreed to fetch all SK Chairpersons from their residences to achieve high attendance turnout.
The meeting ended with a prayer given by Hon. Macasieb.
